Kyrgyz government set the Strategy of Development for 2007-2010 years. First thing that came to my mind is "why only for next 3 years?!... why such short-term or short-visioned strategy?!.... I will read about it this weekend, and let's see what our "competent" leaders prepared this time... I will update.

I know why only three years, cause otherwise the text would be way too long to read :o).
I have checked the documents and wonder about one thing. My Kyrgyz friend told me that Kyrgyz language does not have enough of words and thus at school Russian is being used and Kyrgyz only at home. Thus I wonder is the whole document written in Kyrgyz or do they use some Russian words when there is no such word in Kyrgyz? I am just curious.
And will you read in Russian or Kyrgyz? Do Kyrgyz people also speak according to what language they used at school?

This language issue in Kyrgyzstan is another painful topic for us.
Firstly, I can not agree with your kyrgyz friend; Kyrgyz language is rich enough to be used in modern issues, and we have many new words "imported" from west as well. The actual problem is with people, today's political elite was majorly educated by Russians, most of them completed their university degrees in Russia or Russian universities, thus they are less competent in effective usage of mother language in such issues as politics, economics, diplomacy, etc. Neither there is a significant trend in promoting Kyrgyz language as number-one choice.
There are both kyrgyz and russian schools (as well as few uzbekh schools) in Kyrgyzstan, and kyrgyz schools forming the majority of them, so it is not a "home language".
The report was prepared in both languages as usual. And I probably try to read in Kyrgyz, otherwise I am getting worse and worse in both these languages :).
And yeah, this report seems will take some time to absorb... :)
